Not by itself. A discount is measured against the list price, which can be years old. Chip compares today's price with the game's own price history: a row only says "lowest ever" when no lower price has been recorded.

Keyshops resell keys instead of selling them first-hand. Every store here is labelled official or keyshop, and the "Official stores only" toggle removes keyshops from the list and the counts.

Steam runs four big seasonal sales a year, in spring, summer, autumn and winter, and most stores follow the same rhythm. All-time lows cluster there. Between sales, this page is what moved today.
