The Outposts is a free DLC that adds resource nodes to the world map, and lets you build outposts to exploit them. You can then build gatherers and other building in outposts, and assign survivors to them to gain resources and other bonuses. The DLC also increases your total survivor limit when you assign survivors to outposts.
When starting a new game you can choose whether to enable the outposts DLC or not.
