What this game is, in the developer's words
This roguelike has guns that swear when they shoot. It has guns which fire bouncing balls. Oversized guns. Undersized guns. Spud guns. Guns that fire killer whales. Dual-wielding guns. It has them all. Survive to the end and be rewarded with fame and fortune. Or die, and repeat the process all over.
Phil is a roguelike top-down shooter with more stupid weapons than in a Walmart.

On top of that, every single weapon can be upgraded - for instance, the AK4.7 upgrades into the stupidly oversized AK-470.
Killing enemies also rewards the player with XP. Get enough XP and you will level up, where you can pick an upgrade to yourself. These include:
